Phase One publishes Phase One Consulting Group -  Works

Phase One Awarded Five Year IDIQ Contract for Business Transformation Services by U.S. Forest Service

The U.S. Forest Service (USFS) has awarded Phase One Consulting Group an Indefinite Delivery/indefinite Quantity (IDIQ) contract to provide the USFS with Business Transformation Services. Under this contract, which includes one base year and four option years, Phase One will continue to assist the USFS in improving the efficiency and effectiveness of the agency’s National Environmental Policy Act (NEPA) compliance and other Forest planning and analysis activities. Phase One will support the USFS in business transformation, project coordination, and solution definition services.

Current transformation activities include the development of detailed requirements for the Planning, Appeals and Litigation System (PALS), NEPA Project Document Management and Distribution (DMD), and Public Comment Analysis & Response. The PALS effort has been rolled out nationally and is presently being used to meet agency requirements for Schedule of Proposed Action (SOPA) reporting, the tracking of appeals and litigation, and to automatically generate and deliver content to the public via USFS web sites (e.g., www.fs.fed.us/sopa, www.fs.fed.us/appeals, www.fs.fed.us/objections)

Phase One has been supporting the USFS since 2003, from developing high-level Lines of Business (LOB) studies through business case analysis, requirements definition, and pilot support of specific LOB solution recommendations. Through the combined efforts of USFS leadership, committed USFS staff, and Phase One consultants, the NEPA improvement program stands as an example of one of the most successful business-driven transformation initiatives and eGov proof-of-concepts within the agency, currently saving the USFS over $10M+ per year.

Phase One to Support the Federal Health Architecture Program

Phase One has been awarded a task to support the TRANSFORM initiative at the Federal Health Architecture (FHA), part of the Office of the National Coordinator for Health IT (ONCHIT) at the Department of Health and Human Services (HHS). FHA is responsible for leveraging federal expertise by creating a federal health information sharing environment, supporting federal efforts to develop and adopt health IT standards and services, and ensuring that federal agencies can seamlessly exchange health data among themselves, with state, local and tribal governments, and with private-sector healthcare organizations. The mission of the TRANSFORM initiative is to bring agencies together to solve common business problems and build shared solutions that will have impact on the Nation’s health – improving quality, increasing access, and reducing costs. Phase One is providing business transformation, enterprise architecture, and health IT expertise to help FHA deliver a citizen-centric, information-driven health enterprise to all Americans.

Federal Student Aid's Enterprise Architecture and Integration Support Services Work Awarded to Phase One Consulting Group for Second Year

On March 27, 2009, Phase One Consulting Group received an award of a second task order for Federal Student Aid. This authorized the Phase One's Enterprise Integration Services (EIS) Team to continue its work under the Five-Year Blanked Purchase Agreement with the agency for the second year in a row. The Enterprise Architecture and Integration Support Services (EAISS) Agreement with the Federal Student Aid requires the EIS team to perform a range of business and compliance-related support services, including thought leadership around agency's current-state view and target-state vision for enterprise architecture, support of IT acquisition activities, expert assistance with the agency's OMB reporting, and overall program management and communications support.
The EIS Team's activities also include the maintenance and further strengthening of the agency-wide enterprise architecture repository that is managed using the System Architect tool by IBM. The Team used the first year at the Federal Student Aid to build relationships with key CIO and business representatives. The Team enhanced the visibility, activities, and the perceived value of the enterprise architecture function throughout the agency. It developed a number of tools to enable integration and improved communication between the technology and the business arms of the agency. The Team's reputation, the trust it has earned, and the value it continues to bring to the Federal Student Aid were all critical in the award of the work to Phase One in 2009.

Phase One Receives PBGC Contract Extension

In January 2008, Phase One was awarded a Blanket Purchase Agreement (BPA) to provide EA and Business Transformation Support Services for the Pension Benefit Guaranty Corporation (PBGC). This contract included one base year and two option years, In November 2008, Phase One was notified the contract was extended and the Phase One team will continue to provide EA strategy services.

Phase One Facility Receives Interim Security Clearance

Phase One was recently awarded an interim facility security clearance from the Defense Security Service. This means that we are able to hold and process security clearances for our employees, which will enable us to work on classified projects at the Department of Defense, the Department of Justice, and other agencies in the government where clearances are required. This is a significant development in the growth and maturity of our company, and it positions for new market areas and types of work we can do.

Phase One Awarded LAX Work

Phase One was awarded a contract by the City of Los Angeles to upgrade and enhance the intranet of Los Angeles World Airports (LAWA). LAWA is a group of international airports in the LA area, including LAX, and is Phase One’s first foray into the ―State and Local client arena. We anticipate this being a stepping stone to additional interesting work given the complex nature of such a large international transportation hub.

Phase One Awarded DOI BPA for Enterprise Architecture Support Services

The U.S. Department of the Interior (DOI) has awarded Phase One Consulting Group a Blanket Purchase Agreement (BPA) to provide Enterprise Architecture (EA) Support Services for DOI and its Bureaus.  Under this contract which includes one base year and four option years, Phase One will assist the Department and its Bureaus in maintaining its EA and associated management processes to support all layers of the DOI architecture, including segment, business, data, performance and solution architectures.  In addition, Phase One will be providing communications support and will maintain DOI’s Enterprise Architecture Repository, DEAR.  The program has the ability to add additional work through optional tasks and we have already added work at United States Geological Survey (USGS) and The National Park Service (NPS).

With support from Phase One, DOI’s EA program focuses on ensuring effective and efficient alignment of DOI’s information technology (IT) resources with its strategic business objectives, through the development of actionable architecture.  Phase One is focused on keeping DOI’s EA program recognized as a best practice in enterprise and segment architecture within both public and private sectors. 

Phase One has been supporting DOI since 2004, as a sub-contractor, and was an integral team member in the development of DOI’s Methodology for Business Transformation (MBT) and the new Federal Segment Architecture Methodology (FSAM), which are step-by-step processes for developing segment architecture.

Phase One Supports US MINT

The U.S. Mint’s Lockheed Martin EA team has engaged Phase One Consulting Group to direct the re-emergence of their EA program. Key to their success is leveraging Phase One’s expertise in crafting a business-oriented and operations-focused EA program. The approach includes rebranding the EA to increase awareness of the program to the business organizations, Then the functional/operations aspects of the business will be engaged and the Office of the CIO will be able to position its EA program as a business transformation center of excellence. The business transformation methodology and resources will be facilitated and managed by Phase One and the EA program.

Phase One Receives SOA Award

Phase One Consulting Group is proud to announce that they have received an award for developing the Best Agency Service Oriented Architecture (SOA) Application at the 4th Annual SOA for E-Government Conference, held in McLean, VA on October 1-2, 2007. Phase One received this award for their outstanding support for the National Park Service (NSP) where they provided strategic guidance to ensure that the organization’s SOA effort not only solved functional, organizational, and IT deficiencies, but also resulted in a sound SOA strategy and path forward for implementation.

While Phase One and the NPS continue to enhance the SOA maturity model, they have already accomplished significant milestones affecting business processes, organization, and infrastructure. Progress has been swift and Phase One is pleased by the success of the effort, the resulting award, and the continued realization of benefits for the NPS.

Phase One awarded GSA USA.gov Support

Phase One Consulting Group has been awarded a blanket purchase agreement (BPA) with the U.S. General Services Administration (GSA) to support the Office of Citizen Services and Communications (OCSC), USA.gov Technologies Division. The BPA period of performance will be a 12-month base year with four (4) option-year periods

The OCSC’s programs are continuously changing based on evolving technology, new doctrines, and changing Government emphasis. The USA.gov portal, formerly known as Firstgov.gov, requires continuous consulting and project management support to maintain the USA.gov infrastructure operations. Phase One is one of three BPA recipients selected to support OCSC and USA.gov. Task orders are expected to include information technology (IT) program/project management, IT related consulting, development of strategies, the design of technical infrastructure, maintenance of USA.gov content, portal and search applications evaluation, and the facilitation of contracts supporting USA.gov.

Phase One participates in the VA’ VISTA VCS Blanket Purchase Agreement

Phase One Consulting Group is a member of the team led by Merlin International that has been awarded a BPA by the Department of Veterans Affairs for Veterans Health Information Systems and Technology Architecture (VISTA) Contractor Services (VCS). The award has a maximum aggregate value of $1 billion for the potential 10-year term.

Merlin International is one of the fastest growing public sector IT solutions providers in the United States delivering technology solutions and services for a broad range of organizations including the Department of Homeland Security, the Department of Defense, and civilian and intelligence agencies.

Phase One joins the EPA Enterprise Architecture Support Team

Phase One Consulting Group has begun support of the Environmental Protection Agency’s (EPA) Enterprise Architecture (EA) Program. Phase One is partnered with Project Performance Corporation (PPC), and will deliver advisory, transformation planning, communications, and outreach services.

Phase One will be adopting expertise, experiences, and best practices from its support of the award winning Department of Interior (DOI) Enterprise Architecture program. Like DOI, EPA has a track record of high maturity enterprise architecture service delivery. Phase One performs Line of Business study for USDA Forest Service’s National Forest System Inventory and Monitoring Business

Phase One Consulting Group is proud to announce that it has been awarded a contract by the USDA Forest Service (FS) to perform a Line of Business (LoB) study for the Forest Service’s National Forest System (NFS) Inventory and Monitoring business. The LoB Study will provide analysis of the current Inventory and Monitoring business and make recommendations for potential business transformation. The goal is to help the FS to better enable and facilitate efficient and effective development, acquisition, integration, evaluation, and use of information assets to aid in national land management.

Phase One supports DOI’s Release of MBT v1.5

Phase One Consulting Group is proud to announce that it has successfully assisted the Department of the Interior with its release of the Methodology for Business Transformation (MBT), version 1.5. The MBT is available at http://www.doi.gov/ocio/architecture/mbt. The MBT is an innovative, step-by-step guide for creating segment architectures and documenting the findings and recommendations in a road-map for change – a Modernization Blueprint.

The MBT features Phases, Steps, and Activities that focus on:

  • Working with business executives to determine which business segments should be modernized
  • Working with business segment leadership to garner support for modernization
  • Analyzing the business segment from strategic, performance, business, process, human capital, organizational capital, solutions, services, data, and technology perspectives
  • Authoring and gaining approval of the architecture and Modernization Blueprint
  • Implementing the Modernization Blueprint including budget and CPIC integration
  • Maintaining the architecture over time

Phase One Consulting Group was part of the joint federal employee and contractor team that assembled MBT at DOI. Phase One offers MBT training and certification courses in addition to professional services.

Phase One will be attending the DoD Architectures Fall Symposium, October 27-29, 2008 in Washington D.C. Phase One, as a provider of federal Enterprise Architectural solutions will be helping to focus discussions on DoDaf requirements, MODAF initiatives, Architectures, and Netcentricity as well as EA, SOA, and Architectural Frameworks.

Phase One Participating in the development of the new Federal Segment Architecture Methodology (FSAM)

Phase One recently participated, on behalf of the Department of the Interior (DOI), in the development of the new Federal Segment Architecture Methodology (FSAM).   The Chief Architect from DOI and Phase One client, Ms. Colleen Coggins, chaired the Federal Segment Architecture Working Group (FSAWG) that developed the new methodology.  The FSAWG consisted of federal agency chief architects tasked to leverage enterprise architecture (EA) best practices in order to publish a standard methodology for creating and using segment architectures.  FSAM is a step-by-step process for developing and using segment architecture that leverages existing “best practice” analysis techniques and easy-to-use templates to expedite architecture development.  FSAM also includes guidance for development of segment architecture in the form of a repeatable “how-to” process for business-driven, results-oriented modernization planning.  FSAM is designed to help architects develop the core elements and attributes that are needed for a complete segment architecture, and will be a great tool for all federal agencies.  Look for the official release of FSAM later this fall!

Phase One will be attending the 8th annual Enterprise Architecture Conference and Exhibition, September 9-10, 2008 at the Ronald Reagan Building in Washington D.C. With a focus on using EA to manage change and realize outcomes, Phase One is looking forward to participating actively in the dialogue of ideas as we work to solve our client’s toughest challenges.

Phase One Monthly Project Spotlight: the Department of Interior

Phase One’s Project Spotlights are monthly sharing and learning sessions for the company’s employees.  The goal of the Project Spotlight is to help build cross-project collaboration and information sharing amongst employees. The sessions are held one Friday a month from 12PM to 1PM at the Phase One office in Alexandria, VA. Each project team briefs the company on a theme that is applicable to other Phase One’s projects and initiatives. The upcoming project spotlight session will feature Phase One’s work at the Department of Interior.

Phase One Exhibiting at the Veteran’s Affairs Information Technology Connection (VA ITC) 2008 Conference

Phase One will be an exhibitor at the upcoming Veteran’s Affairs Information Technology Connection (VA ITC) Conference. Phase One Presents to FEAC Students on the Methodology Business Transformation (MBT)

FEAC (Federated Enterprise Architecture Certification) students participating in the FEAC certification program were given an additional session specifically on the Methodology for Business Transformation (MBT) by Phase One employees. The MBT overview with "case studies" from the Department of Interior (DOI) was well-received as students noted its practical application in their respective federal EA government organizations throughout the US. Phase One also engaged in an educational dialogue with students on the FEA Reference Models and OMB alignment.

Phase One Consulting Group Presents to Women-In-Technology (WIT)

On February 25, 2008, the Women-In-Technology (WIT) organization invited Phase One to participate in a small-business recruiting event for its members. Participating on a panel with three other small-business firms; Phase One spoke of the history of the firm, its philosophy, culture, business, and career opportunities. WIT members offered several questions and were eager to hear how they could make an impact; working with clients and helping to grow the business. As a result of this event, Phase One received several resumes and is proud to welcome some phenomenal new team-members!
