U.S. Forest Service Case Study:
Business Driven Architecture at The USDA Forest Service

The U.S. Forest Service (FS) was grappling with its inability to track, rationalize, and account for NEPA-related activities.  Phase One conducted an Electronic Management for NEPA Modernization Plan that identified how IT could be used to improve NEPA compliance activities through the better use of knowledge management, collaboration, and business process improvement.  By guiding the FS through a methodical Solution Definition process that included visual mock-ups, exhaustive field interviews, and recurring executive check-points, Phase One was able to identify stakeholder requirements and achieve widespread buy-in before the FS began building its solution.

U.S. Department of Interior Case Study:
Department of Interior Enterprise Architecture Program

In its early days, the Department of the Interior (DOI) Enterprise Architecture (IEA) program had challenges in becoming a respected partner with its mission-critical programs.  Like many EA programs, the IEA initially focused on technology standardization and infrastructure improvements with little interface with, or involvement from, DOI's business community.  DOI formed a multi-company team aimed at making DOI's EA program a leader in the Federal sector.  As a core member of this team, Phase One was instrumental in building and implementing several major leaps in EA maturity at DOI.  Today DOI stands as a recognized leader in EA throughout the Federal Government.  OMB Scored DOI as the top-rated EA program during the 2005 and 2006 assessment periods and DOI has received awards such as the Excellence in Enterprise Architecture Award from the E-Gov Institute.

U.S. Department of Transportation Case Study:
Redefining Department of Transportation's EA PMO Vision and Approach

The Department of Transportation's (DOT) lack of participation and support in EA, from the Operating Administrations (i.e., FAA, FHWA, NHTSA) has been a challenge for DOT throughout the past.  Operating Administrations were developing their EA programs through an initiative focus, independent of the Departmental view.  With the help of Phase One Consulting Group, DOT's EA PMO redefined its vision, emphasizing stakeholder collaboration and communication via ongoing collaboration initiatives and dynamic communication tools (e.g., EA portal).  DOT has since changed from a passive partner reacting to periodic legislative mandates to a proactive enabler of segment and solution architecture development providing benefits to the Operating Administrations across the department.

The Veterans Affairs (VA) organization is in the process of modernizing its technical environment and redesigning its IT architecture.  The legacy group of applications, VistA, supports the current services offered by the VA.  Phase One is providing the necessary business and technical analysis support during this extensive modernization and redesign effort.  By defining requirements, analyzing business process flow, and facilitating communication between various project teams, Phase One works closely with VA to ensure consensus amongst stakeholders and effective dissemination of business needs.

Pension Benefits Guaranty Corporation (PBGC) has a talented team of enterprise architects but had challenges interfacing with the business community and affecting change throughout the organization.  Phase One was brought on to work with the EA team to create an integrated, unified and comprehensive Enterprise Architecture (EA) in alignment with PBGC's information technology resources and strategic objectives.  The work spans across seven task areas ranging from EA program management to training, outreach, and creation of reference models. Through the Phase One methodology, EA is helping PBGC attain true effectiveness and maturity in their EA program, and execute segment architectures with business area buy-in.
