On August 8, Aneesh Chopra and Cass Sunstein called upon the public to share their ideas for the United States Open Government National Plan. In their call to action, they asked three key questions: How can regulations.gov, one of the primary mechanisms for government transparency and public participation, be made more useful to the public rulemaking process? OMB is beginning the process of reviewing and potentially updating its Federal Web [...]

In its Interim Instruction Guide for Quarter 4 FY2009, OMB introduced a Federal standard segments strategy through shared target or “to-be” architectures for key cross-boundary government functions among Federal agencies. “Planning and architecting along these lines is critical to improving information sharing, increasing efficiency and effectiveness, tightening performance and strategy alignment, and securing Federal cyberspace.” As part of this effort, OMB has established an initial set of standard target segments [...]

Cloud services has arrived as a G2G platform thanks for GSA and the folks at OMB’s e-Gov office. Apps.gov allows agencies to purchase “business apps”, “productivity apps”, “cloud IT services”, and “social media apps” straight from GSA. For instance, the social media apps section allows agencies to access the social media apps that have a signed relationship with GSA. Apps such as AddThis, Socrata, SlideShare, and Facebook can be accessed [...]

On August 17, 2009, OMB issued a memo providing guidance to agencies for Q4 FY2009 Enterprise Architecture (EA) Segment Reports (EASR) and Q1 FY2010 Enterprise Architecture Self-Assessments. Most noteably, agencies are not required to provide OMB any EA self-assessment information for the month of August. The EA Assessment Framework (EAAF) will be revised and issued in September, with select reporting requirements resuming shortly thereafter. By September 18th 2009, agencies must [...]

In 2007 the National Association of State Chief Information Officers (NASCIO) published its results from an interesting state level survey of data center consolidation efforts. Even in 2007 the survey results showed that 27 of the 29 responding states reported at least some type of data center consolidation activity either in progress or proposed. Of particular note was the fact that the major driver for change was not reported to [...]

In June, OMB issued revisions to the Enterprise Architecture Assesment Framework (EAAF). The revisions to the EAAF version 3.1 focus on the Completion section and were made based on input and suggestions received from Agencies. OMB has posted a Revision Summary Document on its site that documents all updates to this new version of the EAAF. The new assessment framework’s primary focus is on the integration of the Enterprise Architecture, [...]

So many old laws are focused on doing good and yet hold the government back in their desire to use modern technologies to engage the public and perform better government. The White House posted a blog tonight (Beth Novack) stating that federal policies [...]
